Industrial Discharges

All Industrial Users proposing to connect to or to discharge process wastewater, industrial wastes and other wastewater to the sewerage collection system tributary to the Downriver Wastewater Treatment Facility shall, at least 90 days prior to said connection, complete and submit an Industrial-Commercial Waste Questionnaire in the form prescribed by DUWA’s Contract Operator, with a copy to the local community. The questionnaire shall serve as the permit application for obtaining a Wastewater Discharge Permit. The IPP staff shall evaluate the data provided by the User and commence the permit issuance process according to procedures approved by the Michigan Department of Environmental Quality.

Non-Domestic users can apply for a wastewater exemption policy. This policy specifies the conditions to demonstrate purchased water that does not enter the sanitary system.  See policy here: WW Exemption Policy, dated November 10, 2022.

DUWA shall collect charges and fees directly from the Industrial Users, in accordance with the User Fee Ordinance, to compensate the DUWA for at least the following

  • Annual Industrial Surveillance Fees – recover the cost of administering the permit and monitoring costs.
  • Surcharges for compatible pollutants (BOD, TSS and P) discharged in excessive amounts as detailed in Article IV, Section 3.04 of the Sewer Use Regulation.

Fees will be calculated based on the conditions established by the IPP permit and will bill permittee accordingly.

The above fees are separate from the sewage fees and non-residential user fees collected by the local municipality.
